The scale below is the one the terminal enforces. Every rank named here exists in js/auth.js, and every gate is an action the code actually checks — a C2 operative cannot approve a record, and nothing above အဖွဲ့ခေါင်းဆောင် (TEAM LEADER) is bought with XP: those rungs move on a signed sheet at the rank register, and the three gates named DEPT. 08 / DEPT. 00 below are its seats.

The eleven divisions are not eleven shelves: they work one into the next. A report is filed, a case is opened on it, the site is walked, what the site cannot say is gathered in secret, the findings are screened, the record is registered — and only then is it published or sealed. Each route below is that sequence written down: the office, the desk, what it works on, what it hands to the next office, and the clearance the step actually checks. It is drawn from js/caseflow.js, which only ever names a division record, a desk id from the roster underneath, a sheet in this site, and an action js/auth.js really gates; scripts/check-chains.js fails the build when one of them stops existing. The same route is printed inside each office's own record on the archive, and its line in it closes its roster row.
